Construction
The Staveley team have represented contractor and subcontractor organisations on major construction projects across Ireland and are familiar with their specific needs and objectives at each stage of the construction process. A clear understanding of the importance of establishing and maintaining cost and programme targets and how the tight margins of the sector, demand a disciplined approach to project control. We advise on methods of procurement, appropriate forms of contract and risk collection or transferral at the outset of a project. Prior to commencement, it is important to establish project control, administration and reporting mechanisms, and to ensure that these are followed during the on-site phase. We manage the change control process, deal with payment issues and resolve any matters of dispute to ensure that the project is concluded to the client’s complete satisfaction. We also prepare construction programmes for use in the management of the construction process. Staveley and Partners have extensive experience of working on building, civil engineering, infrastructure and mechanical and electrical projects as well as in other areas of specialist subcontracting. In addition, we have a great deal of experience with the specific requirements of PFI/PPP schemes.
Education
From keeping projects on track to avoiding a construction claim, our team of claims consultants have extensive experience working in the education sector. For example, capital expenditure in education is subject to detailed business planning to assess the sustainable value of solutions in whole life terms, as well as the quality of environment being created for students. Such an approach creates challenging budgets and a business-driven approach to projects, which in turn impacts the way that contractors seek to determine their own budgets. Projects in the industry also often take place within a live environment, which places even greater pressures on contractors and their ability to deliver to a strict programme. Robust internal management procedures are therefore necessary to guarantee on time delivery and concurrently achieve a satisfactory financial return. This requirement impacts the contractors ability to claim when the expected on-site situation does not take place as planned. In many countries giving everyone access to basic healthcare is still a challenge. All nations share the desire to deliver quality healthcare as efficiently as possible. In India for example, this means effective delivery of large new hospitals, each with comprehensive medical services able to meet the varying demands of large numbers of people. In developing countries, resources need to be carefully invested in the upgrade and development of new facilities and the expansion of services overall. By comparison, countries like Ireland are reinventing how healthcare should be provided in the future. Modern strategies take healthcare closer to people’s homes and involve construction of tailored care environments that suit the needs of different conditions. Many innovations in healthcare provision involve partnerships between business and public sector organisations, with new technologies helping to drive efficiencies and improve the quality, timing and location of care. Transportation
We have an excellent understanding of the issues that lead to the successful delivery of transportation including rail, airport and highway projects. We understand the process associated with such schemes throughout the design, manufacture, system integration, construction, instillation, test and commissioning phases. We also appreciate the importance of subsequent operational and maintenance activities. Transportation projects can require large integrated project teams. We satisfy this regional demand to offer procurement, commercial, contract administration, planning/scheduling, claims and dispute resolution services. Staveley and Partners, have played a key role in providing new and upgrade rail-related infrastructure and systems on high-speed networks, underground, metro, light rail and tram projects. We are familiar with the specialist forms of contract used within the industry and working for the various parties involved. Our experience has been gained in specialist sectors including rolling stock, signalling, station and permanent way instillations and services, telecoms, total transit ticketing, software, power, overhead lines, civil engineering, structures and depots. Our experience covers airside/landside, major termini, baggage handling, software systems, people movement systems, runways, airport security, power instillations, fuelling facilities, telecoms and enabling works/civil engineering. We have experience of working on major road schemes and we are familiar with the procurement initiatives of the Highway Agency and the associated framework contract and operational arrangements.
Power & Environmental
We have extensive experience in the provision of commercial management, planning/scheduling and dispute resolution services in the power industry and environmental sectors. That experience includes working with contractors operating in the generation, transmission and distribution sectors of the power industry, both in the development of new facilities and the maintenance of existing operations. Our expertise has developed from our involvement in a range of projects including power stations, substations and power distribution networks.
Telecoms & IT
Staveley & Partners has had a significant involvement in the provision of consultancy services to clients in the Telecommunications and IT sector. That experience ranges from new build fixed and wireless networks to the development of bespoke systems and products and their integration within infrastructure projects. We have a thorough understanding of the process for the development of the telecommunications and IT systems through the design, manufacture, off site testing, integration testing, site installation, acceptance testing and commissioning phases. The length and sometimes subjective nature of the development process mean that the critical cost management planning/scheduling skills are required. In addition, the systems will usually need to be combined with other technical systems and be installed within a construction environment. For these reasons, interface management and associated change control procedures are key factors. We have prepared feasibility studies for network operators to advise them in deciding on locations of switch stations. In doing so, we have established a nationwide framework of contractors to bring about their construction. We have also put in place the associated facilities management contracts and procedures.
Shipping & Marine
Shipbuilding demands the same contractual, commercial, planning/scheduling and dispute resolution skills used on a construction project. We have therefore applied our skills to this side of the shipping and marine industry and also employ a number of individuals with experience in the shipbuilding sector. We have experience of new build and refurbishment projects from concept through to witnessing at sea trials. A particular focus has been the planning/scheduling of activities which, given the high overhead of the fabrication facility, often demand multi-shift working. We also have experience of working on ports, infrastructure and sea defence projects.
Pharmaceutical
We have worked on a number of major pharmaceutical projects providing commercial management works, scheduling and dispute resolution services. We have staff who are familiar with the particular requirements of this sector and, in particular, the need to minimise construction periods in order to facilitate the early operation of the facility. We have worked on a range of project including research and development facilities, bulk/secondary manufacturing, property and disposal.
Water
Water is a vital resource and around the world and governments are under pressure to ensure plentiful clean supply and sanitation. In developed markets, private sector providers have to secure the right level of capital investment and drive down costs to increase their outputs and profits. Increased pressure on the standards and operating costs of public and private sector water providers demands well-planned and closely managed capital projects. We have extensive experience in the utilities industry and have worked on a vast array of differing projects ranging from desalinisation plants, to water operators and Ireland's largest communications companies. We can offer independent advice to enable contractors to navigate local regulations, ensuring programmes and their component projects meet the required standards while managing the often complex logistics involved in pipes in the ground work. Facilities Management
Through our extensive experience in contractual, commercial and project issues, we have developed a comprehensive capability in providing commercial support services to the facilities management (FM) market. We have provided such services to FM organisations who specialise both in the public and private sectors, including PFI projects. We assist FM clients through the complete project cycle phases of bidding, mobilisation and contract operation. In addition we provide advice on contract conditions/risk, lifecycle costing and sinking fund adequacy/audit, cost modelling, change control and legislative events. Key to this is our ability to manage the interface between construction and FM, including co-ordination with the design team and project sponsors. We also provide expertise to carry out services which tend to be cyclical in nature e.g. benchmarking, market testing, CAPEX and OPEX analysis and detailed condition surveys.
